SW: drop iptstate from GRML_SMALL + GRML_FULL

iptstate is missing in Debian/testing due to
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=997767.

At least for the time being, let's drop it from our software list,
to get fresh Debian/testing based daily ISO builds again.
