On http the mirror works as expected, though on https
it servces only an nginx html templare directory.

Since we expect to have working https mirrors, let's drop
this mirror.

Fix region handling of broken mirrors

The handling of region vs broken mirrors (in state "f") is wrong,
and we might end up with the wrong URLs in foreign regions, like:

bin/masterlist2mirmon: properly report URLs without leading "/" in list

Otherwise /etc/mirmon/mirror.list gets generated with a missing "/" in
the URL (between server/site name and download path) if we don't use
'Grml-http: /grml/' but 'Grml-http: grml/' in Mirrors.masterlist

Try to avoid double "//" within URLs

The underlying download/mirrors/index.html.tt2  (template toolkit)
script uses:

| "[% type.substr(5) %]://[% mirror %]/[% mirrors.$region.$mirror.$type %]"

So we end up with URLs like "http://at.mirror.anexia.com//grml/".
Avoid this where easily possible
