Add Github action workflows for CI/CD

* Add .github/workflows/check-full.yml, enabling:
  * Code checks (flake8, black, isort, vulture)
  * Unit tests (pytest)
* Adapt the Makefile
  * Add vulture to codecheck target
  * Add test target with pytest
